Indoctrinate means to ‘accept a set of beliefs uncritically’. This would entail the submission to LDS teachings without questioning.
Ask the Mormon for their opinion on Mr. Kimball’s mandate, and if they accept it.

I’ve never thought of it that way…Interesting!
By definition would you consider the way the LDS church handles missionary work, a form of human trafficking? I don’t see a real choice in the matter on the member to choose when, where and how they want to serve. Everything is decided by the church.
