In the early days of Mormonism Joseph Smith taught and members were firm believers that Jehovah was none other than God the Father. As time waned on, the theory of Jesus being Jehovah in the Old Testament took hold in the early twentieth century.
The following is from a written prayer of Harvey Whitlock who was asking to be readmitted into the Church. Smith approved his reinstatement and the prayer. Notice how he refers to Jehovah.
